Luka Biong Deng Kuol, PhD
Dr. Kuol is an independent consultant and a senior research fellow and former managing director of the Sudd Institute, one of leading national think tanks in South Sudan. He is an adjunct distinguished professor at the Africa Center for Strategic Studies (ACSS), National Defense University, USA, an adjunct professor at the University of Juba, South Sudan, and a fellow at the Rift Valley Institute. Dr. Kuol is a member of the Global Integrated Food Security Phase Classification (IPC) Famine Review Committee (FRC).
Dr. Kuol is in the pool of the potential candidates for the leadership positions at the United Nations. He is a member of various expert group networks including the Global Experts Group on Conflict Resolution and Peacebuilding, the African Security Sector Network (ASSN), the Expert Advisory Board of the Transnational Organized Crime Index, and the Global Experts Group Network on Security Priorities and Public Spending and the Global Advisory Panel on the Future of Humanitarian Action.
Dr. Kuol held various positions including Dean of Faculty and Academic affairs at the African Center for Strategic Studies (ACSS), National Defense University, USA, a Director of the Center for Peace and Development Studies, University of Juba, South Sudan, a Resident fellow at Harvard Kennedy School, a non-resident senior adviser for the Horn of Africa, United States Institute of Peace (USIP), a Minister of Cabinet Affairs in the National Government of the Republic of Sudan, a Minister of Presidential Affairs in the Government of Southern Sudan and a Senior Economist with the World Bank in Juba, Southern Sudan, a Director of the New Sudan Center for Census, Statistics, and Evaluation (NSCCSE) that is now the South Sudan National Bureau of Statistics (NBS) and a Faculty Member at the Faculty of Economics and Rural Development, University of El Gezira, Sudan.
Dr. Kuol holds Doctor of Philosophy (DPhil) in Development Studies Policy from the Institute of Development Studies (IDS), University of Sussex, UK and Master of Arts (MA) in Economics, Master of Business Administration (MBA) from Catholic University of Leuven, Belgium and Bachelor of Science (B.Sc.) from the Faculty of Economics and Social Sciences, University of Khartoum, Sudan.
Dr. Kuol is the editor-in-chief of the African Journal of Strategy, Defence, and Security Studies (AJSDSS) and sits on the editorial board of the Disasters Journal. Dr. Kuol published many peer-reviewed articles in renowned journals and a peer-reviewer for many prestigious journals. Some most cited articles include “Social Capital and Civil War: The Case of Dinka Communities in the Sudan's Civil War” and “South Sudan: The Elusive Quest for a Resilient Social Contract?”. Dr. Kuol also published a number of books including “The Struggle for South Sudan: Challenges of Security and State Formation” and “Why Does Famine Persist in Africa? The Case of South Sudan and Sudan Famine In 1998”.
