The launch of the Africa Organized Crime Index 2025 in Nairobi, Kenya, on November 17, 2025, at a conference attended by more than 80 participants, reveals a surge in organized crime, characterized by the growth of criminal actors and networks, as well as weakening state responses to organized crime across Africa. Alarmingly, the state-embedded criminal actors drive criminality by enabling criminal markets, undermining governance structures, and weakening state capacity to respond to organized crime in Africa.
