Security Sector Reform (SSR)
Security sector reform is at the heart of Dr. Kuol’s work in governance and peace consolidation. He specializes in analyzing and advising on reforms that transform security institutions—such as the military, police, and intelligence services—into professional, accountable, and civilian-controlled entities.
His advisory work includes frameworks for demobilization and reintegration (DDR), restructuring defense budgets, enhancing civil-military relations, and aligning national security policies with democratic norms. Dr. Kuol also provides guidance on integrating security sector reform into wider peace agreements and state-building strategies.
With both academic rigor and field experience, he supports governments and international organizations in ensuring that security institutions protect citizens, not regimes—making security a public good rather than a political tool.
